Sorta. We must precisely define what a plot hole is, first. If a movie starts without explaining why a character acts in a certain manner, that isn't a plot hole for example. We are dealing with a plot hole when an important event isn't followed by consequences for the characters even if it clearly should.
For example, if the villain is thrown off the edge of the rooftop of a high building by the hero and he still makes an appearance shortly after without having a scratch, that is a plot hole.
So you see that this definition of "plot hole" clearly describes them as major cases of inconsistence in a movie's plot.
